The Kingdom’s “Vision 2030” comprises 96 strategic objectives, governed by a number of Key Performance Indicators (KPIs), that will be achieved through a number of initiatives codeveloped and executed by different governmental entities alongside private and non profit organizations within the respective ecosystems. The Council of Economic and Development Affairs has set up an effective and integrated governance model with the aim of translating “Vision 2030” into multiple VRPs working in parallel to achieve the strategic objectives & realize the vision.
This document was updated following the announcement of new Vision Realization Programs (VRPs), to support achieving Saudi Arabia’s Vision 2030 ambitions and objectives. Some of the initiatives in the previous National Transformation Program (NTP) delivery plan document are now included in the delivery plans of the relevant VRPs.
In order to build the capacity and capabilities required to achieve the ambitious goals of “Vision 2030,” the National Transformation Program was launched as a VRP involving 24 government agencies. It aims to develop governmental work and establish the needed infrastructure to achieve “Vision 2030” ambition and requirements.

Launch of the National Transformation Program
Updating the Program’s 2018-2020 Delivery Plan In line with the launch of new “Vision 2030” VRPs; changes to the first version of the National Transformation Program had to take place. These changes required the adaptation, integration, and re-arrangement of many initiatives established under the first version of the NTP delivery plan into the relevant VRPs delivery plans.
The aim of this update is to define the NTP scope, roles and responsibilities, and the related Vision 2030 strategic objectives that are focusing on the following three principles: 1. Achieving Governmental Operational Excellence 2. Improving Economic Enablers 3. Enhancing the Standards of Living

Saudi Arabia adopted “Vision 2030” as a roadmap for economic growth and national development. “Vision 2030” outlined the Kingdom’s general objectives, goals, and targets to become a world-class model of a successful and pioneering nation. Summary
The First Theme (Transform Healthcare) seeks to achieve a vibrant society by restructuring the health sector to become a comprehensive and effective system. It will promote public health through the implementation of a new model of care that focuses on prevention and improving society’s health awareness. It will also improve access to health services through optimal coverage, equitable geographical distribution, as well as comprehensive and expanded e-health services and digital solutions. Furthermore, it will aim to continually improve health services by focusing on beneficiary experience and satisfaction in line with international standards and best practices.

In order to overcome the above mentioned challenges, the following strategic objectives were developed:

Enhance the accessibility of healthcare services for citizens and residents at the right time and right place, through four components: expansion of total capacity (number of beds and medical staff), adequate geographical distribution (distance from healthcare provider), timely and affordable access to related healthcare services.
Enhance the overall value provided to beneficiaries through the improvement of the quality and efficiency of the healthcare services as well as the safety of the healthcare facilities; ensuring adequate healthcare coverage with financial sustainability.
Enable healthy living by promoting preventive healthcare (such as awareness and vaccination) to minimize the risks associated with health crises and diseases of communicable and non-communicable diseases.

National Health Information Center – Cross Cutting e-Health Initiatives
Initiative Description
The initiative is concerned with the separation of healthcare services from the Ministry of Health, and transferring those services to Accountable Care Organizations (ACOs) that compete on the basis of quality, efficiency, and productivity.
The initiative aims to introduce a new approach to healthcare that focuses on prevention and goes beyond simply disease treatment; it will integrate the role of the individual, society, and institutions with the role of health service providers to ensure access to healthcare in accordance with best practices.
The initiative aims to improve the efficiency of the healthcare sector through information technology, digital transformation, and through utilizing state of the art technologies to ease access to healthcare (such as tele-medicine, and tele-consultations).
The initiative aims to supervise the purchase of healthcare services, which includes a package of comprehensive health benefits approved by the concerned authorities. These services cover all citizens and residents working in the government sector and their families.
The initiative aims to develop programs that increase the number spaces available for training and improves the quality of the training outputs, in order to contribute to the qualification of specialized health professionals in the Kingdom of Saudi Arabia.
The initiative is concerned with the development of healthcare facilities to comply with safety standards, as well as the training of the workforce.
The initiative aims to provide an electronic service focused on working with all sectors providing healthcare services and other related sectors, in order to construct a more coherent system; more integrated health services will enable the beneficiaries to easily access medical services of high quality and security.

This is accomplished through the creation of an enabling and encouraging legislative environment, flexible financial channels, and a variety of participatory tools, so that all social components contribute to overcoming the health challenges facing the Kingdom.
The initiative aims to establish and equip primary healthcare centers to meet national standards for quality and patient safety requirements by providing the necessary construction requirements for basic safety, and by providing the necessary medical equipment in various departments.
The initiative aims to establish a private company owned by the General Establishment of King Faisal Specialist Hospital and Research Center. This initiative enables the organization to achieve operational transformation and partnership with the private sector.
The initiative aims to increase the effectiveness of healthcare training in post-graduate programs by establishing a national specialized center to train trainers and trainees for all healthcare graduate programs by all possible means in order to increase the quality of training outputs.
The initiative aims to establish a National Center for the assessment of healthcare technologies, which can then be classified as preventive, diagnostic, therapeutic, rehabilitative and palliative.

The initiative aims to enable the “Aman” program which is intended to ensure meeting the national requirements of patient safety. In addition, it will expand the national accreditation program to include besides the hospitals the remaining healthcare facilities in the kingdom.
The initiative aims to implement a national program that measures the distribution of medical equipment in the Kingdom’s healthcare institutions, as well as to assess how well they are utilized.
The initiative aims to establish a virtual training center accredited by international standards for the training of healthcare personnel in intensive care; it will also standardize and improve the performance of healthcare practitioners assigned with organ failure, organ donation, and transplant programs.
